EU Launches €37 Million Reconstruction Project for Ukraine

The European Union, together with Denmark, Germany, France, and Lithuania, has launched the EU4Reconstruction initiative to support Ukraine’s recovery and reconstruction with funding of €37 million as part of the Team Europe approach. The project was officially announced at the Ukraine Recovery Conference in Rome, according to the EU Delegation to Ukraine. Running from July 10, 2025, to June 30, 2028, the initiative will provide coordinated funding, technical assistance, and digital tools to support Ukraine’s reconstruction efforts — ensuring transparency, accountability, and compliance with EU investment standards from the very beginning. EU4Reconstruction will: Strengthen the leadership of Ukraine’s Ministry for Communities and Territories Development; Enhance the capacity of the State Agency for Restoration and Infrastructure Development; Empower local governments to manage reconstruction professionally and sustainably; Support civil society and independent media in monitoring recovery efforts — fostering public trust and reducing corruption risks. The project will be implemented by the Danish Ministry of Foreign Affairs, GIZ (Germany’s development agency), Expertise France, and CPVA (Central Project Management Agency of Lithuania). Importantly, the initiative reflects a unified European approach — acting not as fragmented donors, but as a strong and coordinated partner, combining resources, expertise, and political will. This makes Europe’s support more effective — not just for Ukraine, but for the shared future of the continent. EU Enlargement Commissioner Marta Kos stated: “Ukrainians — with their resilience and determination — are a source of inspiration. I’m confident they will turn recovery into success. The EU will support them step by step, reform by reform, to rebuild a strong, modern Ukraine that belongs in the EU.” EU Ambassador to Ukraine Katarína Mathernová added: “Even as the war continues, Ukrainians are not pausing their lives — and neither should we. Reconstruction must begin now, because people need homes, schools, hospitals, and vibrant communities to live with dignity.” Elsbet Søndergaard Krone, Denmark’s Secretary of State for Development Policy, stressed that the faster Ukraine can be rebuilt, the stronger and more stable the entire European continent will become. It aims to strengthen Ukraine’s institutional capacity in public investment, infrastructure recovery, and regional development — all in line with EU standards.
