EOI - Labour Market Study - AHHD

The services under this Assignment include: (i) Assisting task managers in supporting the Bank before, during, and after the activities of the G20 Education Working Group and Employment Working Group under the South African Presidency. This involves maintaining regular communication with the G20 Presidency Secretariat; providing advice on innovative and practical solutions to address Africa’s labor market challenges and education needs amid global economic shifts; and preparing the Bank’s background and position papers, policy briefing notes, and talking points aligned with the themes of both Working Groups. (ii) Leading economic sector work focused on the transformation of Micro, Small, and Medium Enterprises (MSMEs). This includes conducting quantitative analysis of the drivers and characteristics of informal MSMEs across Africa, analyzing their operating ecosystems, evaluating existing legal, regulatory, and institutional frameworks governing informal MSMEs, and identifying necessary reforms for formalization. The consultant will also develop a framework for how the Bank can support Regional Member Countries (RMCs) in transforming the informal sector within the context of TYS 2.0. Additionally, the consultant will lead an Economic Sector Work on current trends in Technical and Vocational Education and Training (TVET) by examining secondary data to identify key challenges and opportunities. This work will focus on improving access, quality, relevance, financing, and sustainability of TVET to better serve youth and workers in the informal economy. Finally, the consultant will document best practices and propose models and bankable initiatives aimed at formalizing informal apprenticeships, ensuring these pathways lead to recognized qualifications and improved employment outcomes for youth.
