U.S. Secretary of State Marco Rubio has emphasized that while the United States will participate in post-war security guarantees for Ukraine, Europe must take the lead in shaping and implementing them, according to CNN sources. During a recent phone call with European advisors, Rubio did not provide specifics on the guarantees the U.S. might assume. European officials expressed a desire for continued U.S. military intelligence and surveillance support, but acknowledged that the American administration under President Donald Trump has not made formal commitments. The discussions follow meetings on August 18 at the White House between European leaders and President Trump, as well as high-level NATO defense consultations, including: U.S. Joint Chiefs Chairman General Dan Kane, Commander of U.S. European Command, Supreme Allied Commander Europe General Alexus Grinkevich, NATO Military Committee Chairman Admiral Giuseppe Cavo Dragone. Sources indicate that U.S. involvement has significantly advanced planning for Ukraine’s security guarantees. European planners previously struggled to assess the U.S. stance, but now recognize that while America will contribute, Europe bears primary responsibility for continental security. Options under discussion include air support, both piloted and unmanned, and high-resolution reconnaissance flights over Ukraine, though ground deployment of U.S. troops in Ukraine is currently ruled out. Discussions are ongoing about which NATO countries could host forces, and which bases might support operations in Ukraine. “Even with U.S. participation, Europe must take responsibility for the security of the continent,” said a European source familiar with the discussions. As reported earlier, President Volodymyr Zelenskyy confirmed that the General Staff of the Ukrainian Armed Forces, led by Commander-in-Chief Oleksandr Syrskyi, continues to develop the military component of Ukraine’s security guarantees.
