NATO Outlines Two-Tier Security Guarantees for Ukraine
NATO Secretary General Mark Rutte announced that Ukraine’s security guarantees will be structured in two levels, during a joint press conference with President Volodymyr Zelenskyy in Kyiv. “The first level involves establishing a peace agreement or a ceasefire, or a combination of both, ensuring that the Ukrainian Armed Forces are fully strengthened to withstand any challenges,” Rutte said.“The second level will consist of guarantees provided by the United States and Europe, and we are actively working on this now.” Rutte emphasized that the new guarantees must avoid the shortcomings of past agreements, such as the Budapest Memorandum or the Minsk accords, which failed to provide real security. “We are working together – Ukraine, Europe, and the United States – to ensure guarantees of such strength that Vladimir Putin, sitting in Moscow, would never even consider attacking Ukraine again,” he added. President Zelenskyy previously stressed that Ukraine’s security guarantees should be comparable to NATO’s Article 5, including support for the financing and strengthening of Ukraine’s armed forces.
