US May Introduce Global AI Component Export Controls

While we think the US-China dispute over AI component exports is over, the US is expected to make another drastic decision by introducing new AI component export controls globally.According to a report from Bloomberg, the US Department of Commerce is drafting new export regulations for AI processing components, specifically chips produced by AMD and NVIDIA.Unlike previous export restrictions that restricted the purchase of AI components by countries such as China and Russia, this time the export control will require approval from the US government before the products can be exported to other countries.These export controls will come in several different levels depending on the size of the purchase of these components. According to initial estimates, these controls will come in three levels, including shipments of up to 1000 GPU units, companies with higher component assembly requirements, and clusters that require hundreds of thousands of AI GPU components supervised by a single company.For example, for exports of up to 1,000 NVIDIA GB300 GPUs, a simple approval from the Department of Commerce is required. For shipments exceeding that number, such as 10,000 to 20,000 NVIDIA GB300 GPUs, a pre-approval order must be applied for before an export license can be issued. Companies will also need to explain the need to export large quantities of AI components before they can be exported to foreign countries.For overseas AI clusters that require hundreds of AI GPUs, such as AWS, Google, Microsoft, OpenAI, and others, the government of the country that will import these GPUs will need to discuss this with the US government first before an export license can be issued for that country.This is still just a rumor, but looking at the laws introduced by the US government in the past few years regarding the export of their companies' products, this new legislation may become a reality soon.
