Expediting preachers’ immigration

CHICAGO — The Seventh Circuit ruled in a lawsuit over whether barring immigrant preachers and other religious workers from a visa-expediting process violates the First Amendment. The lower court held that it does not, and the Seventh Circuit agrees about the First Amendment and Religious Freedom Restoration Act claims. The suing church also brought Administrative Procedures Act claims, however, that survive the motion and will be reexamined by the lower court.
