ROCHESTER — On Thursday, Nov. 13, dozens of people toured the newly built Southeast Minnesota Youth Shelter, where up to 12 teens at a time can stay while facing homelessness or other crises. "The building, right, is just the vessel," said Dan Pfarr, president and CEO of 180 Degrees, which operates the shelter. "It's the place where kids go, where our staff work and it's a place for healing."
