For the first time, Russia initiated POW exchange, – Ukraine’s Ombudsman

Ukrainian Human Rights Commissioner of the Verkhovna Rada of Ukraine Dmytro Lubinets has confirmed that Russia's Ombudsman Tatiana Moskalkova reached out to him to discuss POW exchanges as Ukraine significantly replenished its swap fund in the Kursk region. Dmytro Lubinets said this in a comment for the national telethon. "Yes, there was an initiative conversation. I hope that, despite the public statements by the Russian media that the Russians have allegedly decided to suspend any exchanges... We are now exchanging information," Dmytro Lubinets announced. Lubinets reiterated Ukraine's readiness to proceed with exchange processes that align with international law and added that he regularly informed humanitarian organizations about Russian prisoners. "I also inform the International Committee of the Red Cross and the UN that the rights of Russian prisoners are protected. And at any time, Ukraine is ready to continue exchange processes based on the Geneva Convention," Lubinets stressed. This morning, on August 14, the Security Service of Ukraine reported 102 Russian soldiers in the Kursk region captured at once.
