The review highlights that Russian sources, including social media users, claimed on August 14 and 17 that at least a company of the Russian 15th Motorized Rifle Brigade had been redeployed from the Pokrovsk direction to the Kursk region. Additionally, OSINT organizations reported that Russia has transferred elements of the 1st "Slavyansk" Motorized Rifle Brigade from the Donetsk direction to the Kursk region. The redeployed units were likely reserve forces that the Russian military command had intended to use to reinforce the grouping in the Toretsk and Pokrovsk directions to prevent the premature culmination of combat operations, but they were moved before that could happen. The Institute for the Study of War (ISW) has found no evidence that these redeployed units previously participated in frontline combat in Russia's key Toretsk and Pokrovsk directions. The Russian military command is likely still highly reluctant to withdraw combat-ready units from these critical areas. The redeployed units were probably reserve forces that the Russian military had intended to use to bolster its grouping in these areas, aiming to prevent a premature culmination of combat operations. However, they were moved before this goal could be achieved. The ISW analysts note that the Russian command's decision to redeploy limited forces to the Kursk region instead of using them for operations to capture Pokrovske or Toretsk indicates that it has been unable to fully isolate its priority offensive operations in Donetsk Oblast from manpower needs caused by Ukraine's operation in the Kursk region. So far, the Russian command has avoided relocating forces designated for offensive operations in the Toretsk or Pokrovske directions to participate in defensive operations in the Kursk region. Instead, it has primarily shifted forces from less critical areas, such as northern Kharkiv region, the Kupiansk–Svatove–Kreminna line, and the western part of Zaporizhzhia region. The redeployment of limited elements from the 15th and 1st Motorized Rifle Brigades is unlikely to have an immediate impact on the battlefield situation in the Pokrovsk or Toretsk directions due to their small numbers. It remains unclear whether the Russian military command has already moved or plans to move additional reserve forces intended for offensive operations in these directions to counter Ukraine's operation in the Kursk region.
