"Ultimately, the conclusion is that this is a decision for individual states, and member states want it to remain a decision of individual states. Each one will make the decision it deems appropriate," he added. The EU's top diplomat pointed out that some EU member states do not provide Ukraine with long-range missiles, "so this is not a decision in which they have any practical involvement." "So this is not a decision at the European level," Borrell noted.
