High Representative of the European Union for Foreign Affairs Kaja Kallas stressed that security guarantees for Ukraine must be reliable and actionable, especially given Russia’s history of false accusations against neighboring countries. She spoke at a press conference in Berlin with German Defense Minister Boris Pistorius, UATV English reports. “We are discussing security guarantees, and as we said in the Coalition of the Willing, they really must be tangible,” Kallas said, emphasizing that it must be clear how these guarantees will work in practice and that they cannot be revoked. Kallas noted the risk of Russia falsely blaming attacks on Ukraine’s neighbors after any ceasefire, highlighting the need for guarantees to go beyond paper promises. She condemned Russia’s ongoing attacks on Ukrainian cities, calling them a response to diplomatic efforts: “Every week, Russian bombs plunge Ukrainian cities into darkness, destruction, and death, responding to diplomacy.” Kallas warned that the conflict could continue as long as collective pressure on Russia is insufficient and noted that Russia’s ambitions extend beyond Ukraine. She called for Europe to strengthen its defense capabilities, stressing that this effort is complementary to NATO, not a duplication. Regarding transatlantic relations, she acknowledged that while the US remains an indispensable ally, ties are not as strong as before, but Europe and the US are stronger when acting together. Kallas’ remarks come ahead of a planned meeting in Davos where G7 leaders, including Italy, Germany, France, Canada, the UK, and the EU Commission President, will meet US President Donald Trump to secure his support for security guarantees for Ukraine after a ceasefire. At the same forum, the US and Ukraine are expected to sign a major post-war reconstruction deal valued at around $800 billion, which will also include security guarantees from Washington.
