Philippines, Japan close to signing access deal

The signing of a Reciprocal Access Agreement between the Philippines and Japan could be a milestone that can convince other countries of the need for a “broad united front” to maintain a rules-based international order in the South China Sea, Philippine Navy spokesman for West Philippine Sea Rear Admiral Roy Vincent Trinidad said yesterday.
