MANILA, Philippines — The Intertropical Convergence Zone (ITCZ) is affecting Palawan, Visayas, and Mindanao, bringing cloudy skies with scattered rains and thunderstorms, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Friday.
