Putin’s hybrid war opens a second front on Nato’s eastern border

At a foreign policy forum in Helsinki, Finland’s President Alexander Stubb said that Russia is engaged in two wars. The first is a kinetic, conventional war in Ukraine, while the second is a hybrid war aimed at Europe and the West, designed to influence public discourse and undermine security. Examples of Russia’s hybrid warfare tactics include sending groups of migrants to storm borders, jamming GPS signals, and recruiting criminals for acts of sabotage. These actions have been reported by several countries, including Finland, the Baltic states, and Poland.
