THE EDITOR, Madam: In the aftermath of Hurricane Melissa, communities across Jamaica’s western region are facing an overwhelming build-up of debris. As residents attempt to recover from the damage, piles of broken zinc sheets, twisted metal panels, damaged appliances, fallen fences, and other storm debris remain scattered across many communities.
