CHICAGO — An Illinois federal court partially granted four residents’ motion for summary judgment on their claim that the Illinois Firearm Concealed Carry Act violates the Second Amendment. The court did not enjoin the law from being enforced, but did rule that it’s unconstitutional for the state to prevent residents with valid concealed carry licenses from carrying guns on Chicago’s commuter trains.
