Russian leader Vladimir Putin believes that Russia can slowly absorb Ukraine through a gradual offensive and exhaust Ukrainian forces. ISW reported this, Military analysts believe that while the Ukrainian operation in the Kursk region appears to be having an impact on the Russian military at the operational level, it has not changed the strategic thinking of Russian President Vladimir Putin. ISW estimates that Putin believes that Russia can slowly absorb Ukraine through a gradual offensive and that Russia can achieve its goals through a war of attrition against Ukrainian forces. These assessments make Putin immune to peace talks on other terms than the capitulation of Ukraine and the West to his demands.
