The Domestic Resilience Plan consists of ten key points: Unity, Front, Weapons, Finances, Energy, Security, Communities, Human Capital, Cultural Sovereignty, and Heroes' Policy. President Zelenskyy outlined the plan's details during his speech in the Verkhovna Rada. 1. Unity Zelenskyy emphasized that unity is essential to achieving the goals of the victory plan."The world may sometimes be deaf to individual voices, but not to an entire nation that knows what it wants, works together, and achieves its goals," the President stated. He credited unity for Ukraine's unprecedented progress toward EU and NATO integration and called for swift decision-making to make Ukraine the fastest country to join the EU."Ukraine’s NATO membership is equally vital. Ukraine will join the Alliance if we maintain a unified dialogue with NATO as one nation," Zelenskyy added. 2. Front This section focuses on stabilizing the frontlines, enhancing the technological capabilities of Ukraine's Defense Forces, and reducing bureaucracy in military operations."Improving personnel management in the Armed Forces, the National Guard, and other defense units is central to our defense policy," the President explained. 3. Weapons The plan prioritizes expanding the domestic production of artillery, shells, missiles, and drones in collaboration with partners."Ukrainian weapons are a cornerstone of our independence. We must outpace Russia technologically so they are forced to respond to our innovations," Zelenskyy noted. 4. Finances The plan proposes a new economic policy supporting entrepreneurship, eliminating the shadow economy, ensuring business safety, and reducing government pressure."A strong economy requires respect for businesses and entrepreneurs. This is essential for defense funding and retaining human capital," the President emphasized. 5. Energy This section aims to protect energy infrastructure, boost efficiency, and position Ukraine as an energy hub."The energy chapter will include detailed plans—both open and classified—to shape Ukraine's energy strategy for years ahead," Zelenskyy stated. 6. Security The focus is on internal security through state-wide programs for safer regions, cities, and communities. Measures include strengthening borders, enhancing civil defense training, and upgrading shelters."This isn’t about fear—it’s about confidence and preparedness," the President clarified. 7. Communities This point addresses effective local governance, particularly for regions hosting displaced people and relocated businesses. It also includes tax benefits for border areas and readiness to restore control over temporarily occupied territories."We must prepare to restore our territory and bring our people home," Zelenskyy said. 8. Human Capital The plan includes initiatives to rebuild housing, establish a national accessibility standard, reform healthcare, and modernize education. A new Ministry of Ukrainian Unity will support the global Ukrainian community."Wherever Ukrainians are, they must feel connected to our nation and contribute to its future," the President noted. 9. Cultural Sovereignty This section aims to promote Ukrainian narratives through cultural diplomacy and initiatives like a "Cultural Ramstein." Efforts will include creating modern cultural spaces and producing Ukrainian content to replace Russian influence."Winning the cultural battle is vital for our resilience and security," Zelenskyy emphasized. 10. Heroes' Policy This morally significant point focuses on transitioning soldiers to veteran status. It includes health and rehabilitation programs, veteran assistants, community veteran spaces, housing support, and educational initiatives for veterans and their families."The state and society must always stand by our veterans and their families," the President asserted. The full Domestic Resilience Plan, including all appendices, will be unveiled in December. According to Zelenskyy, it represents Ukraine's first doctrine to transition the nation from war to peace.
