EOI - Driving improved outcomes for youth, peace and prevention in Sierra Leone: Viability study for outcomes-based finance - RDTS

This consultancy is to undertake a viability assessment in Sierra Leone for an outcomes-based finance structure that improves outcomes for young people across livelihoods and education, peacebuilding, and conflict prevention. With the Government of Sierra Leone, the African Development Bank (AfDB) and the Investing and Partnering with Youth for Peace (IPYP) project team, the study would take place in three phases. This systematic approach allows for reducing the risk in the development pathway and sharing the cost between multiple partners. The consultant will support the implementation of Phase 1- Review options for the viability of an outcomes-based finance structure that improves outcomes for young people in livelihoods or education and peacebuilding. The main deliverables include: 1) A word report on viability of Outcomes-based finance (OBF) in Sierra Leone and the Mano River Union and recommended next steps. 2) A midpoint and endpoint presentation to the IPYP committee on the findings of the study 3) Capacity training with the MoPED and youth researcher on system change analysis tools. 4) A short publication e.g. blog on the study findings and approach undertaken.
