Belleville Mayor Neil Ellis says Justin Trudeau will leave behind a complicated legacy which reflected his actions as a person as well as a politician. On Monday, Trudeau said he's asked Governor General Mary Simon to prorogue Parliament until March 24th, and will step down as Liberal leader once his party selects a replacement. Ellis says he wasn't suprised by the announcment, saying that "I don't think anybody was shocked as this was coming for a while and maybe should have come a lot sooner".
