R32 GT-R Low Boost Issues

Hello all, I apologize in advance if this is a well known issue, as I spent a while searching for similar issues. I am in the United States and recently purchase a 1992 GT-R. The car is equipped with Tomei Arms MX8260 turbos (not my first choice) and a Link G4X ECU, allegedly tuned to 375HP/275KW. The car runs extremely well and feels okay to drive, but nothing crazy. The boost gauge barely moves when flooring the car, but as the stock gauges seem to have a reputation for unreliability, I paid it little mind and just assumed that the Tomei turbos were just laggy. I acquired a laptop to run the Link software, and I wanted to see what the MAP sensor was showing. Floored, at 6700 RPM in 1st Gear, I was only producing 113.7 kPa, which works out to .13 Bar or just a little under 2 PSI of boost. The fact that it is producing a small amount of boost is confusing to me. The only other issue that I am having with the car right now is that it has an APEXi exhaust cutoff, which keeps closing on me stopping the car from revving at all, but I seem to have been able to permanently force the valve fully open while I wait for an exhaust gasket to arrive so I can remove it. Any idea what could cause this? Thanks in advance for your help.
