Deputy Foreign Minister Sergei Ryabkov said Sunday that Russia would revise its nuclear weapons policy in response to what he sees as a Western escalation in the war in Ukraine, state media reported. According to Moscow's nuclear policy set out in a 2020 decree by President Vladimir Putin, Russia may use nuclear weapons only if it faces a nuclear attack from an enemy or a conventional attack that threatens the country. A number of hardline Russian military analysts have urged Putin to lower the threshold for nuclear use in order to “wake up” Russia's enemies in the West.
